Government House, Hongkong, 27th February, 1902.
With reference to your Despatch No. 280 of the 30th August, 1901, I have the honour to inform you that Dr. Lowson returned to this Colony on the 26th December last, but since his return has been unable, through continued ill-health, to resume the duties of his post.
2. As it is improbable that Dr. Lowson will ever be sufficiently restored to health to resume work in so trying a climate as that of Hongkong, it has been found necessary to consider the question of invaliding him from the service on pension. The necessity for such action was foreseen by Dr. Lowson himself before his return to the Colony, and I enclose a copy of a letter in which he expressed the hope that in arranging the details of his pension the Government would consider the possibility of adding a few years to his record of service.
3. As there is no doubt that Dr. Lowson's health has been considerably impaired by the nature of the work upon which he was engaged, especially during the period of the first outbreak of an epidemic of plague, I have been unanimously recommended by the Official and Unofficial Members of Executive Council to grant Dr. Lowson an increased pension.
